A new system of social assistance, similar to the European one, is being developed in Ukraine
In Ukraine, significant changes are planned in the system of social support, introducing new payments and modern approaches to assistance. The draft law, which received support in the specialized committee, may be adopted in the near future.
This initiative, considered by the Committee on Social Policy and Protection of Veterans’ Rights in the Verkhovna Rada, provides for the introduction of basic social assistance for low-income families.
The main goal is the transition to European standards of social policy, which will make assistance targeted and individualized. A proactive approach is planned, under which state authorities will identify families in need of assistance and help them issue payments.
The key innovation will be the unification of various types of aid into a single system. This will allow integration of cash payments and social services, taking into account the specific needs of each family.
Low-income families will be able to receive basic social assistance, even if they refuse certain types of child benefits. It is also possible to simultaneously receive this assistance along with payments for persons of retirement age who do not have sufficient insurance experience.
The amount of the new benefit will be determined on the basis of the basic amount established in the law on the state budget, but cannot be lower than the subsistence minimum for able-bodied persons.
Special attention will be paid to work motivation, introducing measures for able-bodied benefit recipients that will stimulate their return to the labor market and financial independence.
As a conclusion, the specialized committee recommended that the parliament adopt the draft law on basic social assistance as a basis. If it is approved by the deputies, the system of social payments in Ukraine may undergo significant changes in the near future.
