2025, social payments, benefits, and subsidies will be provided under new conditions

Ukraine has introduced changes to the rules for calculating social benefits that will affect all families receiving state aid.

These updates are in the Resolution of the Cabinet of Ministers of Ukraine No. 303, adopted on March 18, 2025.

The novelty concerns the procedure for determining the average monthly total family income, which will now become the primary criterion for receiving various types of social assistance, including subsidies and benefits for people experiencing poverty.

One key change is that rental subsidies will not be included in the total family income. This is especially important for internally displaced persons, as their financial assistance will no longer reduce their chances of receiving other types of assistance.

At the same time, alimony, which was not always considered before, will now be included in the total family income. If your family has such payments, they will affect the overall calculation when applying for social assistance.

Another innovation is that the calculation of utility subsidies will consider the military’s allowance, but only after the military fee has been paid. Thus, only the “net” amount after taxes will be considered when determining eligibility for benefits.

These changes are being implemented to ensure a fairer and more transparent approach to social welfare. Despite the difficulties caused by the conflict with Russia, the government continues to adapt the welfare system to support the most vulnerable.
