Roman Hlushman’s declaration: two apartments, an electric car worth a million, and a wife with no income

The head of the Ministry of Internal Affairs service center No. 2142, located in the village of Klyachanovo, Transcarpathia, Roman Glushman, recorded two houses, a car for his unemployed wife worth almost one million hryvnias, and significant cash savings in his declaration.

According to information from the international detective agency ABSOLUTION, Glushman lives in Vynohradiv with his wife Gabriella (maiden name—Dyurkova) and three sons: Maksym, David, and Matviy. The wife has not officially worked since 2016, which raises questions about the family’s financial stability.

Glushman owns three real estate properties:

  • a house in the village of Kosivska Polyana (Rakhiv district) with an area of ​​185.39 m², purchased in 2011 for 212 thousand UAH;
  • an apartment in Vynohradiv with an area of ​​30.9 m², purchased in 2013 for 38 thousand UAH;
  • a land plot in Kosivska Polyana with an area of ​​1421 m², obtained in 2017 (value not specified).

The family also uses a house with an area of ​​137 m² and a land plot of 734 m² in Vynohradiv, which belong to Yolana Mushka, purchased in 2020 for 95 thousand UAH and 48.6 thousand UAH, respectively.

In 2024, the family’s car fleet was replenished with two cars registered to Gabriella Hlushman: a 2015 Volkswagen Sharan, purchased in March for 395 thousand UAH, and a 2023 Volkswagen ID.4 Crozz Lite Pro electric car, bought for 989 thousand UAH, which Roman Hlushman can use.

It is surprising that the family has purchased a car with such a significant price tag, given their declared income.

The total family income for 2024 amounted to UAH 1.77 million, of which the primary sources were:

  • Roman Glushman’s salary at the Ministry of Internal Affairs’ Central Service Center – UAH 524.6 thousand (about UAH 43,720 per month);
  • UAH 1.2 million – Gabriella’s income from the sale of real estate;
  • UAH 50.4 thousand – social assistance for children.

At the same time, most of the military’s income comes from real estate sales, which requires clarification regarding the sources of their acquisition.

The Glushmans also declared a large amount of cash savings:

  • UAH 765 thousand in cash (Roman);
  • USD 4 thousand in cash (Roman) – approximately UAH 164,800 at the exchange rate of UAH 41.2/USD;
  • 70 thousand UAH in an account in PrivatBank (Roman);
  • 101.5 thousand UAH in an account in Oschadbank (Gabriella).

Thus, the total savings are about 1.1 million UAH, a significant amount for a category “B” civil servant. Roman Glushman also paid 23,226 UAH for non-state pension provision for himself and his son Maksym. Information about loans or debts is not indicated in the declaration.

The head of the Zakarpattia Regional State Administration, Myroslav Biletsky, declared two apartments, special equipment, and over 900 thousand UAH in salary; however, his declaration does not contain data on family members. Previously, his family ties were associated with business with the director of the Vynohradiv KP, who had contacts with Russian structures even during the war.
