Free higher education for Ukrainian youth: who does it concern?
The Ministry of Veterans Affairs of Ukraine has announced the implementation of a compensation mechanism for the education of veterans’ children in institutions of pre-higher and higher education. This initiative is being carried out as part of an experimental project approved by the Cabinet of Ministers of Ukraine, Resolution No. 318 dated March 14, 2025.
State support will be provided to children from specific categories during the term of the experiment — in the 2024/25 or 2025/26 academic year — for Ukrainian citizens studying at professional pre-higher and higher education institutions.
To receive the compensation, the following steps are required:

Ensure that the selected educational institution is participating in the program.

Provide documents confirming eligibility for the benefit.

Verify the information via the “Diia” application.

Wait for the funds to be transferred directly to the educational institution’s account.
Institutions wishing to join the program must:

Sign an agreement with the Ministry of Veterans Affairs;

Hold a valid license and be registered in the Unified State Electronic Database on Education (EDEBO);

Ensure full coverage of tuition costs for project participants;

Regularly report on the use of received funds.
Payments will be transferred directly to the accounts of the educational institutions.
