Solar panels, expenses and unfinished documents: why the new communal reform has become a trap for Ukrainians

Expert Oleg Popenko expressed critical remarks about ​​installing solar panels on roofs without the consent of residents. He emphasized that such an initiative violates the rights of owners, as it bypasses their opinions and interests.

Popenko drew attention to the negative consequences of the condominium reform, noting that many apartment buildings have been left without proper repairs and now have high tariffs, but insufficient funding for modernization. Often, land documents remain unclear, creating additional difficulties for residents.

The expert also noted that existing violations in the housing and utilities sector remain widespread, and mechanisms for protecting residents’ rights need to be improved.

In conclusion, Popenko emphasized the positive aspect – Ukrainians who have gone abroad demonstrate a high level of hard work and ability to adapt, which arouses respect in others.

Despite the challenges, Ukraine continues to develop, and the authorities are trying to support citizens in difficult circumstances.
