Can men go abroad? A lawyer explained the details of mobilization

Martial law and general mobilization continue against a large-scale war in Ukraine, so the issue of men traveling abroad remains relevant.

Since the beginning of 2022, most men aged 18 to 60 have had limited opportunities to change their military registration. However, there are exceptions to this rule.

Lawyers from the INSEININ law firm indicate that men who are officially excluded from military registration can leave the territory of Ukraine. This is not a loophole or a workaround – such a status is determined by law.

What does exclusion from registration mean? This is a legal process, so a person is no longer registered in the territorial recruitment center. The reasons for such exclusion may be health status, reaching a certain age, or other grounds stipulated by law.

It is worth noting that simply ignoring a summons or being absent from the TCC is not a reason for exclusion from registration. Only an official decision and relevant records allow travel abroad.

Therefore, exclusion from military registration can be a basis for legal border transformation, but only if the documents are correctly executed. The following changes to mobilization measures in Ukraine include clarifications regarding the summons that the CCK can send and updated fines for those who fail to register or ignore summonses.
