Change in NBU limits from June 1: what are the innovations in card transfers

Dear readers, we have important information regarding the use of bank cards.

In December 2024, 44 banks, including five state-owned ones, as well as financial companies NovaPay and RozetkaPay, concluded a memorandum on promoting transparency in the banking services market to combat financial crimes and shadow schemes.

According to the memorandum, banks classified their clients into three risk levels: low, medium, and high. For clients with “high risk”, a monthly transfer limit of up to 50 thousand hryvnias has been set. Clients with “low” and “medium risk” can transfer up to 150 thousand hryvnias monthly starting February 1, 2025.

Andriy Pyshny, Chairman of the NBU, noted that the memorandum does not strengthen control over clients’ finances or introduce new restrictions for them. However, on April 1, 2025, the NBU decided not to renew the regulatory limits, transferring authority to banks.

The restrictions will change from June 1, 2025: the transfer limit for “medium” and “low risk” clients will be reduced to UAH 100,000 per month, while the limit for “high risk” clients will remain unchanged. The restrictions will apply to all types of money transfers.

To make large transfers, clients will need to provide documentary evidence of income, such as OK5 or OK7 certificates, tax returns, or documents confirming volunteer activities.

However, clients with confirmed sources of income, such as those who receive salaries on bank cards, volunteers, and philanthropists, will not be subject to these restrictions. In addition, transfers between their accounts within the same bank will not be limited.

We remind you that a fine of 34 thousand hryvnias may be imposed for a transfer of 100 hryvnias, so Ukrainian transfers will be carefully monitored.

It is worth noting that the tax authorities will also turn to citizens’ accounts to determine precisely what the authorities plan to control.
