New rules for pensioners: important information for maintaining benefits
Some Ukrainian pensioners are required to undergo physical identification to avoid suspension of payments. The Resolution of the Cabinet of Ministers of Ukraine, which entered into force on March 20, 2025, amended the physical identification requirements for this category of citizens.
The obligation to undergo identification applies to:
– persons temporarily residing outside Ukraine;
– citizens in the temporarily occupied territories of Ukraine;
– Persons who left such territories and currently live in the territory controlled by Ukraine.
To continue receiving pensions, the specified categories of citizens must undergo physical identification by December 31of each year.
The physical identification procedure involves:
– authorization in the personal electronic account on the Pension Fund of Ukraine portal using the qualified electronic signature “Diya.Pidpis”;
– identification of a person via video call with the participation of regional bodies of the Pension Fund;
– Verification by established diplomatic institutions of Ukraine for those who are temporarily abroad.
These innovations aim to ensure pension payments and protect pensioners’ rights in the face of changes related to military and political events in the country.
