Secret wealth of CCC officials: cars, real estate and cash without explanation
The National Agency for the Prevention of Corruption (NACP) has completed the verification of declarations of officials of the Territorial Centers for Recruitment and Social Support (TCS). As a result of the verifications, violations were found in every second declaration, the total amount of which exceeds 36 million hryvnias.
During 2024-2025, the NACP reviewed the declarations of 23 TCS and social services employees. Out of 18 completed verifications, unreliable information was found for more than 28.5 million hryvnias, as well as possible illegal enrichment for 5.6 million hryvnias. The declarations also contained unfounded assets in the total amount of more than 2.6 million hryvnias.
One of the most serious cases was the investigation into the head of the Dnipropetrovsk Regional TCS and the Joint Venture. His 2022 declaration revealed signs of illicit enrichment: between August 2021 and July 2023, his family acquired property worth over UAH 8.8 million, including two apartments in Dnipro, two cars (a Volkswagen Passat and a Ford Ranger), and $65,000 donated to his wife by her father. However, the sources of these funds were not confirmed.
In addition, the official did not disclose several real estate properties he owned in the declaration and failed to declare two cars, as well as his and his wife’s income.
Based on the collected materials, the police opened a criminal case, and the case under Articles 366-2 and 368-5 of the Criminal Code was transferred to court.
Similar violations were also identified in other regions. For example, in the declaration of an officer of the Odessa regional CCC for 2022, discrepancies of over 3.8 million UAH were found. Meanwhile, the commander of the security department of the Bogodukhiv RTCC in the Kharkiv region failed to declare assets and income totaling 4.6 million UAH.
A case was opened in the Rivne region against the head of the accounting department of the Dubno RTCC, whose declaration revealed violations exceeding 1.6 million UAH. The official did not indicate a residential building and a land plot used by his family.
In turn, the Leninsky Court of Kharkiv found the commander of one of the CCC departments guilty of false declaration. He received a fine of 17 thousand UAH for failing to provide data on two land plots and for understating the value of a car.
It is worth noting that the Ground Forces of the Armed Forces of Ukraine have warned of an increase in cases of obstruction of the CCC’s work, which can result in a prison term of up to 8 years.
