Subsidy for improving housing conditions: what kind of assistance is this and who is entitled to it?

The Government of Ukraine plans to amend the rules for providing housing subsidies, which will impact specific categories of families.

In particular, the innovations will focus on support for foster families, family-type orphanages, and large families.

The Minister of Social Policy expressed the need to modernize the criteria to make access to subsidies more equitable. Previously, some families could lose the right to receive assistance due to formal requirements; now, a more flexible approach is proposed.

Subsidies are planned to be provided even in cases where the family purchases real estate, land, a car, or building materials. There will also be no automatic refusal of assistance if an orphan or a child deprived of parental care has their housing or has more than 100,000 hryvnias in their account.

Another significant change is the approach to debts for utility services. Previously, even small debts could be considered an obstacle to receiving a subsidy, but now they plan to compare debts with the level of the minimum wage at the beginning of the year. If the debt does not exceed this amount, the family will be able to receive support.

The government’s project aims to alleviate the financial burden on families who care for orphans, raise large families, or contribute to the establishment of family-type orphanages. The document is currently under discussion, and the public is invited to express their opinions on this matter.

Despite the war, the state continues to work to support vulnerable populations. Changes must be implemented, which is why volunteering and donations are relevant.
