Drivers will be checked against databases: new restrictions from the state

In Ukraine, car owners are facing a new rule that may complicate the process of selling or re-registering a vehicle. According to the new bill, all sellers will be required to be checked in the Unified Register of Debtors. If the car owner is a debtor, the deal will not take place.

This initiative has already passed its first reading in the fall of 2024, and the document is currently being prepared for parliamentary approval. The Committee on Legal Policy recommended its adoption in the second reading.

The primary objective of the changes is to enhance the mechanism for enforcing decisions, particularly regarding the seizure of debtors’ property. The enforcement system is planned to be integrated with the central state databases, which will enable the automatic seizure of debtors’ property and financial assets.

Drivers will feel the impact of this innovation first: before registering the sale or re-registration of a car, a notary or service centers will verify the owner’s data in the Register of Debtors. If the facts of debts are confirmed, the deal will not be possible. The ban on the alienation of a vehicle will be in effect until the debt is fully repaid.

However, there are cases when re-registration will be allowed, for example, if the car is transferred after confiscation or to repay a debt. However, ordinary sales, even within the family, may be complicated if the owner is in the debt register.

Additionally, the bill directly prohibits the registration of vehicles for individuals with outstanding debts. Thus, even if they want to buy a new car, debtors will not be able to do this.

Recall that a regular trip can lead to fines and arrests for violating the rules regarding the shipping of dangerous items in a car. Earlier, we mentioned that drivers began to be fined for improper stopping and also discussed fuel prices at gas stations.
