Drivers have been given a new reason for fines due to “incorrect” licenses

In Ukraine, cases of imposing fines on drivers for using expired licenses have become more frequent. Currently, the police consider such actions to be lawful, but experts believe otherwise.

Who is subject to punishment

In particular, we are referring to drivers who have received “temporary licenses” for the first time, which are issued for two years. Patrol officers check documents at a stop, and in the case of expired licenses, they can impose a fine of 3,400 hryvnias for allegedly driving without a license.

Lawyers emphasize that such situations have become commonplace, and many drivers, unaware of their rights, pay the fines.

Regulatory framework

In March 2022, the government adopted Resolution No. 184, which allows the use of expired driver’s licenses until the end of martial law. This decision was made due to the difficult access to service centers during the war.

However, on the ground, the police often neglect this decision. According to experts, inspectors are aware of this resolution but continue to fine drivers, hoping for their ignorance or refusal to appeal the fines, stating that citizens had time to renew their documents in three years.

Consequences of paying fines

Lawyers warn that if a driver pays a fine, it is considered an admission of guilt. For a repeated offense, the amount of the fine can increase to 20,400 hryvnias. Drivers with expired licenses are advised to bring the issue to the attention of the police regarding Resolution No. 184. If a fine is issued, they should consider appealing it in court.
