In Ivano-Frankivsk, more than 170 families may lose their homes due to the “schemes” of developer Vovchuk, according to local media

More than 170 families on Zagvizdyanska Street in Ivano-Frankivsk have been unable to obtain documents for their housing for two years due to the landowner’s inaction to leave Ukraine.

According to an investigation by the Carpathian media outlet GOLOS INFO and the head of the local branch of the NGO “Stop Corruption” Vitaliy Chornenkoy, the situation around the residential complex of former developer Oleksandr Vovchuk is becoming more complicated. Recently, another person has been involved in the case – Oksana Tymchuk, the owner of the land plot, who left the country at the beginning of the war.

House in a jam: two years without documentation

An apartment building in which more than 170 families live has still not received a permit for operation. The primary issue is that three co-owners, Oleksandr Vovchuk, Vasyl Petrenko, and Oksana Tymchuk, have not provided the necessary electronic signatures to complete the process.

Oleksandr Vovchuk has already been charged with four serious crimes, including fraud. He was removed from his position as head of a construction company and placed under nightly house arrest.

Double tariffs instead of legal housing

The financial situation for residents is challenging. For two years now, they have been required to pay utility bills at rates comparable to those of legal entities, which are twice as expensive as the standard rates for individuals. Among the victims are people who bought housing while fleeing the war, spending their last savings.

Volunteer abroad, “hostages” at home.

Investigators paid special attention to Oksana Tymchuk. According to open data, she actively participates in UNICEF charity projects abroad, positioning herself as a volunteer, while her inaction leaves 170 Ukrainian families “hostages” at home.

Vitaliy Chornenky emphasizes: “It is very easy to help from there, while 170 families in your homeland are in a critical situation due to your inaction.” Tymchuk stopped responding to journalists’ calls after the investigation began.

The situation continues

The appearance of Oksana Tymchuk in this story is not accidental. Experts believe that the lack of transparency in the distribution of responsibility continues to provide opportunities for fraud. Vitaliy Chornenky notes that Vovchuk and his accomplices continue their dishonest schemes, further complicating the situation for gullible buyers.

So far, more than 170 Frankivtsi continue to defend their rights in courts and state institutions, paying double tariffs for housing, which is not formally recognized in the legal field of Ukraine. The situation surrounding Oleksandr Vovchuk and his suspicions of fraud leaves questions unanswered, as he remains a key figure in this story.
