Confiscation of parcels and fines: the new law and its consequences

Volodymyr Zelensky, President of Ukraine, signed Law No. 4323-IX, which introduces new rules on administrative liability for violating customs rules. This law is an improvement of project No. 10257.

The law aims to harmonize the provisions of the Customs Code of Ukraine with constitutional norms and modern European standards in the field of customs regulation.

The main changes introduced by the law are:

establishing different approaches to determining the size of fines depending on the competent authority;
changing the rules on mandatory confiscation of goods;
Regulating the conditions for exemption from liability of volunteers who, until April 1, 2024, transferred vehicles imported under transit or temporary import regimes for the needs of the Armed Forces of Ukraine.

Additionally, the document outlines new regulations for the shipment of goods across Ukraine’s customs border, applicable to international postal and express shipments.

Suppose goods are sent by international mail or express and do not match the data specified in the customs declaration or accompanying documents. In that case, this may result in confiscation of 5% of the value or other consequences.

It is also worth noting that there were previously issues with exchanging individual $100 bills. The news also reported on the possibility of dividing pension payments in the event of a divorce.
