The Ombudsman outlined strict limits for the CCC’s actions

Human Rights Commissioner Dmytro Lubynets discussed the verification of citizens’ documents conducted by CCC employees and the police. He emphasized that only National Police employees have the right to demand a military ID and check information in databases.

Lubynets emphasized that, despite the critical situation in the country, mobilization measures must be carried out within the framework of the law. “We are all aware of the situation our country is in. Mobilization measures are necessary, but their implementation must take place exclusively by the law,” the ombudsman said.

He added that a unit of the National Police must be present during these checks. Representatives of territorial recruitment centers may be nearby. Still, the process of verifying documents and accessing databases is exclusively the responsibility of the police, according to Ukrainian legislation and the Constitution.

Lubynets also emphasized the importance of respecting citizens’ rights in wartime and called on the authorities to act within the legal framework so that mobilization is carried out correctly.

Recall that recently, evaders have been allowed to reduce costs and avoid visiting the TCC.
