Earnings, land plots, beekeeping and Lexus: declaration of a former official of the Ministry of Development

Vitaly Trubarov, who held the position of Director of the Department of State Property Management and Economic Planning at the Ministry of Community, Territories and Infrastructure Development, and also served as Head of the State Property Fund, declared $63,000 and €20,000 in cash upon his dismissal.

This information was made public based on an analysis of publicly available tax returns.

The Trubarov family consists of his wife, Oksana, and their two daughters, Ulyana and Serafima.

The family owns several real estate properties in different regions of Ukraine. Trubarov himself is the owner of an apartment in Kyiv with an area of 106.5 square meters, which he purchased in 2015 for 1.92 million hryvnias. Additionally, he has a parking space in the capital with an area of 15.4 sq m, valued at 130,000 hryvnias.

The family currently resides in an apartment in the village of Kryukivshchyna, near Kyiv, with an area of 137.8 square meters. This housing belongs to Lyudmila Trubarova and was purchased in 2018 for 2.33 million hryvnias.

Oksana Trubarova owns two land plots in the village of Derman Druha, in the Rivne region. The first is 4,498 sq m, valued at 1,700 hryvnias, and the second is 15,288 sq m, worth 74,000 hryvnias. Both plots were purchased in 2016.

Additionally, Trubarova’s wife is a co-owner of another plot of land, measuring 2,500 sq.m and valued at 60,000 hryvnias, as well as a residential building with an area of 77.7 sq.m located in the village of Derman Persha. The co-owner is Hanna Slopachuk, and the cost of the house is 50 thousand hryvnias.

Vitaly Trubarov and his wife do not own any cars, but they are entitled to use two vehicles. Trubarov drives a 2011 Lexus GX460, owned by Vitaly Trubarova, and his wife drives a 2010 BMW Active-Hybrid 7L, registered to Dmitry Avdeenko. The cost of the cars is not reflected in the declarations.

In 2024, Trubarov’s primary source of income was his salary at the Ministry of Community Development; for the year, he received 835 thousand hryvnias. His wife received more income from business and other sources:

158.6 thousand hryvnias from entrepreneurial activity;
12.5 thousand hryvnias from renting real estate, which Akris Agro Group LLC rented;
37 thousand hryvnias from gardening;
UAH 107,000 from activities related to beekeeping.
The family has accumulated a significant part of its savings in cash. Vitaliy Trubarov declared $30,000, €20,000, and ₴100,000. Oksana Trubarova has an additional $33,000.

She also has bank accounts at Ukrgasbank and Universal Bank, and Trubarov himself has an account at PrivatBank; however, the amounts in the accounts are not disclosed.

Natalia Melnyk, Head of the Department of Economy and Investments of the Kyiv City State Administration, also declared a loan for almost 1 million hryvnias.
