A scheme of abuse of state land worth over UAH 22 million was discovered in the Kyiv region

In the village of Dmytrivka, in the Kyiv region, law enforcement agencies uncovered an organized scheme that resulted in the illegal privatization of about 18 hectares of state land using forged documents.

The actions leading to the illegal seizure of land were uncovered by prosecutors from the Kyiv Regional Prosecutor’s Office in conjunction with the police and the Security Service of Ukraine. As it turned out, the director of the state-owned enterprise “DH Dmytrivka” of the Institute of Horticulture of the NAAS of Ukraine, organized the transfer of a land plot with an area of almost 18 hectares to a company controlled by him, using a fake acceptance and transfer certificate. The Prosecutor General’s Office confirmed this.

The document contained a reference to a fake decision of the village council session, which was never actually adopted. To “legalize” the seizure of land, a person was involved who, for a fee, provided access to the registration register. Technical changes to the register were made by third parties, without the participation of company representatives.

The value of the illegally withdrawn plot from state ownership is over 22.8 million hryvnias.

During the investigation, the Ministry of Justice of Ukraine canceled the registration decision, which was the basis for the registration of land rights in the company.

The director of the state-owned enterprise was suspected under Article 364, Part 2 of the Criminal Code of Ukraine (abuse of official position, which led to grave consequences). The other two defendants in the case were charged under Part 5 of Article 361 of the Criminal Code of Ukraine, which provides for unauthorized interference in electronic communication networks during martial law.

The prosecutor’s office is preparing a submission to the court regarding preventive measures for the suspects.
