Ukraine plans to make changes to deferment rules for students
Full-time students can automatically extend their deferral from conscription through the “Reserve+” application, and they do not need to visit the territorial recruitment centers personally. This was reported on “Channel 24”.
During wartime, full-time students have the right to temporary exemption from military service for one academic semester (maximum 6 months), which can cover the periods from September to February or from March to August. The deferral can be extended remotely through “Reserve+”, without the need for a personal visit to the CCC, provided that the student continues to study and is on the register of the Ministry of Education.
It is important to note that breaks between semesters do not deprive the right to deferral if studies resume in the following semester.
However, some individuals use student status only to avoid mobilization by entering higher education institutions after completing their previous education. Accordingly, the government has prepared Bill No. 13634 to limit the number of those who can apply for “student reservation”.
According to this document, the right to deferment will be abolished for students who:
Are you studying abroad?
are receiving a second or third degree at the same level;
have entered a vocational school after the age of 25;
Have exceeded the maximum period of study for their program.
The Cabinet of Ministers submitted the draft law to Parliament at the end of August 2025. The document has not yet been adopted, and its consideration is expected in the fall.
