Is there a penalty for not replacing data in the CCC after the deadline?

After the introduction of a new law on mobilization in Ukraine, which came into effect last year, male citizens aged 18 to 60 were required to update their military registration status by July 16, 2025, in particular using the mobile application Reserve+.

In a comment to RBC-Ukraine, lawyer Maria Ganina explained the situation with possible fines for failure to fulfill this obligation. From the moment the deadline expires, penalties are not imposed.

“Today, there is no longer a risk of receiving a fine. The deadline for bringing the administrative responsibility expired on July 17, 2025. After this deadline, imposing fines for untimely updating data is illegal. If the resolution was issued before this date, then the fine must still be paid,” the lawyer noted.

At the same time, conscripts remain under the threat of fines for failure to appear for calls or other violations of military registration during martial law.

The Ministry of Defense emphasizes that the obligation to update data remains with the individual, regardless of the payment of a fine, and this procedure can be completed without the need for personal presence at territorial recruitment and social support centers.

In addition, according to the statement of the spokesperson for the State Border Guard Service of Ukraine, Andriy Demchenko, men aged 18 to 22 years during martial law must present their military registration document to travel abroad.
