Body cameras for the TCC from September 1: how they will function

From September 1, employees of territorial recruitment and social support centers (TCC and SP) are required to use chest-mounted body cameras during document checks and serving summonses.

The Deputy Minister of Defense of Ukraine, Yevhen Moysiuk, reported this information.

According to Moysiuk, representatives of the TCC will continuously record while performing their duties.

The primary purpose of this innovation is to ensure transparency of the actions of TCC employees, as well as to protect the rights of both conscripts and representatives of the TCC themselves. The use of cameras will reduce the likelihood of conflicts, create an evidentiary base in cases of disputes, and prevent possible abuse.

Moysiuk also noted that each employee of the TCC using a camera must notify persons who fall under the recording.

Recording will automatically start when the notification groups begin performing their duties and will continue without interruption until they are completed. The only exceptions are cases when military facilities, restricted information, or personal requirements of the employee are captured.

It is forbidden to delete recordings, change them, turn off the camera, interfere with recording, or transfer video to third parties. Control over the use of equipment is entrusted to the responsible person in the CCC, and information from the cameras is controlled directly by management.

Failure to comply with the rules for using technical means entails disciplinary liability, from a reprimand to a demotion in rank or position, as well as the possibility of transferring materials to law enforcement agencies.

After the notification groups have completed their duties, recordings from memory cards will be automatically uploaded to a secure server, where they will be stored for at least 30 days. In cases of investigations or legal proceedings, the storage period may be extended.

According to Moysiuk, the Military Law and Order Service of the Armed Forces of Ukraine will become the system administrator, which will reduce the risks of unauthorized access to recordings and interference with the system.
