They don’t just hand out summonses: what functions do district CCCs perform?

District territorial recruitment centers are key units within the TCC’s structure. They perform several specific functions that are especially crucial in wartime. Lawyer Andriy Karpenko reported this.

These centers have become a new system that replaced the former military commissariats in Ukraine. The new structure comprises centers of various levels, with district territorial recruitment centers at the lowest level.

Andriy Karpenko explained that district TCCs have special powers. For example, they can organize round-the-clock medical examinations and psychological assessments for military medical commissions that accept reservists and those liable for military service.

In addition, district centers perform the following essential functions:

Issuing deferments from conscription and checking the grounds for their receipt;
maintaining records of those liable for military service and supporting discharged military personnel in undergoing medical examinations for the purpose of granting pensions or benefits in case of disability;
assistance in preparing documents for receiving lump-sum payments in the event of the death of a serviceman or disability;
verification of the marital status of military personnel at the request of their relatives or command.
The Territorial Center for Recruitment and Social Support (TCS) is the body responsible for military registration and mobilization of the population in Ukraine. Since 2022, these centers have entirely replaced the previous system of military commissariats.
