Requirements for lack of evasion: Ukrainian refugees began to check

In Canada, Ukrainian men who intend to receive permanent residence have begun to receive official requests from the authorities, which ask them to confirm that they are not evading military service in Ukraine.

Participants first shared this information in the Ukrainian Canadian community on Facebook. According to them, the Canadian Ministry of Immigration sends letters known as “procedural justice letters”, in which applicants are required to provide written confirmation of their non-military service and the absence of conscription during martial law.

The community presented a copy of one of these letters received by a man who filed documents for permanent residence. Earlier, this man completed an additional questionnaire about his military history, indicating that he had not served and was not called; however, this data did not satisfy the immigration officer.

The letter emphasizes that in Ukraine, compulsory military service for men begins at the age of 25, and that the applicant has resided in the country at the time when they could be called. Please respond to this request and submit the necessary documents to the individual within 7 days.

“Since you have lived in your country of age to be compulsory, you must provide a certified document on dismissal or a certified copy of a military ticket or accounts issued by the relevant Ukrainian body,” the letter reads.

This information became relevant only after the Ukrainian media drew attention to it, despite the post on the community’s page having been published for more than a day. After that, the publication was removed, but the journalists managed to take a screenshot of it.
