Subsistence minimum in November: how pensions, social assistance and other payments will change

As of January 1, 2024, the subsistence minimum in Ukraine is 2,920 hryvnias per month. The question of possible changes in this indicator in November 2025 remains open.

The subsistence minimum is a key social standard that determines how much money is needed to ensure basic needs, such as food, clothing, medical services, and utility bills. This indicator directly affects the amount of pensions, scholarships, social benefits, and other state payments.

In November 2025, it is planned that the subsistence minimum for various categories of the population will remain at the same level:

Children under 6 years old – 2,563 hryvnias;

children from 6 to 18 years old – 3,196 hryvnias;

non-disabled persons – 3,028 hryvnias;

Pensioners and people with disabilities – 2,361 hryvnias.

These figures were last revised in early 2024. The increase is expected to take effect only on January 1, 2026.

What changes may be made to the subsistence minimum in 2026

The Verkhovna Rada is already considering the draft State Budget for 2026, which focuses on financing the defense sector, and there are also plans to increase social standards gradually.

The government predicts that inflation in 2026 will be approximately 9.9% so that the subsistence minimum may increase by a similar amount.

If the increase occurs, the new figures may look like this:

The total indicator is UAH 3,209.

for children under 6 years old – UAH 2,817;

for children from 6 to 18 years old – UAH 3,512;

for non-disabled persons – UAH 3,328;

For persons who have lost their ability to work – UAH 2,595.

In parallel with the increase in the subsistence minimum, the minimum pension is expected to rise, as its size is directly related to this indicator.
