From November 1, changes have been made to tariffs, subsidies and travel conditions in Ukraine

From November 1, 2025, significant changes in the field of utilities, subsidies, and public transport will come into force in Ukraine.

In several regions, particularly Kyiv, Lviv, and Dnipropetrovsk, local administrations have decided to increase tariffs for heat and water supply. The main reasons for these changes were increases in energy prices, inflation, and the need to repair existing infrastructure. Heating tariffs increased by 8–12%, and water tariffs by 5–7%. The government assures that these changes have been agreed with the National Commission for the Regulation, and Documents can be submitted through the Pension Fund portal or at administrative service centers (CNAP).

The changes also affected the list of expenses used to calculate the subsidy. The costs of alternative heating types, such as pellet or solid-fuel boilers, were added to it.

In the transport sector, in November, changes were made to the conditions of preferential travel in Kyiv, Kharkiv, Odessa, and other cities. From now on, all beneficiary electronic cards must be personal, and the right to the benefit must be confirmed through annual registration. In some communities, a limit has been introduced on the number of free trips per month.

Students and schoolchildren can receive discounts of up to 50%, but only if they have a digital document – a student or pupil card.

The government recommends that citizens check the current tariffs in their area in advance, update their data for subsidy applications, and register for preferential documents on time. This will avoid problems with calculating benefits or accessing social services.
