Mobilization goes online: a new registry will be introduced in Ukraine

A new stage of digitization of the defense sector is beginning in Ukraine. The Ministry of Defense plans to launch a system called “Impulse” that will serve as the basis for creating a single electronic register of conscripts. This actually means transferring the mobilization process to an electronic format.

According to Army TV, the “Impulse” system will combine all data on military personnel, ensuring their availability to relevant institutions and enabling the elimination of numerous paper records. Accounting in military units will now be conducted digitally.

Previously, military personnel, moving from one unit to another, had to fill out many questionnaires and forms again. Using the new system will greatly simplify this process: all data, including service, rank, contract, and transfer history, will be stored in a single electronic database.

The “Impuls” system is already being tested in several administrative departments. Employees note that the innovation makes their work much easier: they no longer need to keep separate logs, the number of errors decreases, and the responsiveness of feedback has improved — requests are processed within an hour or two.

This innovation lays the foundations for a “digital army” in which all data will be integrated with other systems, such as “Armiya+”, “Oberig”, and “SEDO”. The Ministry of Defense will be able to conduct complete monitoring: who is serving, who is in reserve, and who is subject to mobilization.

The developers of the system assure that the innovation will not only speed up processes but also increase their transparency. This will reduce the likelihood of confusion and potential abuse during mobilization, as all actions will be documented electronically.
