The government has adopted new rules for booking military conscripts: who does this apply to and what changes are being made
New government regulations set stricter requirements for businesses and employees seeking a deferment from mobilization.
MP Oleksandr Fedienko presented the main provisions of the new resolution and explained how the new mechanism will function.
The Government of Ukraine has approved new reservation rules for military conscripts that significantly change the procedures for granting and maintaining a deferment.
The main innovation is the automatic cancellation of employee reservations if their enterprise loses its status as critical to the country’s economy and defense capability. Oleksandr Fedienko published this information on his Telegram channel.
According to him, the cancellation of the deferment from mobilization will occur regardless of its duration.
If a company or institution included in the critical category changes its status, its employees immediately lose protection from mobilization.
The primary purpose of these innovations is to expand the range of entities eligible to apply for reservations and to increase control over this process through integration with the “Diya” Portal, the deputy emphasized.
The list of organizations that are entitled to reserve employees has been expanded.
The following institutions have joined the list of institutions whose employees can receive a deferral:
• The Ukrainian Red Cross Society; • Ukrainian non-governmental organizations implementing humanitarian projects with the support of international partners.
The role of the Interdepartmental Working Group on Conscription Issues has also been strengthened. Now, exceeding the reservation limit by more than 50% is possible only on its recommendation, which was previously approved only by the Ministry of Defense.
This resolution comes into force on February 1, 2026.
New rules for defense-industrial complex enterprises
A special regime has been introduced for defense-industrial complex companies (DIC). They can:
• hire employees who do not have military registration documents;
• hire individuals for whom there is no specified data or who are wanted by the CCC;
• Book such employees for 45 days.
During this time, the employee must issue or renew his military registration documents, update the information in the CCC, and remove himself from the wanted list (if necessary). Only after fulfilling all the requirements can the reservation be extended on general terms.
If the employee fails to meet the required conditions, the reservation is automatically canceled, and the employer has the right to dismiss the employee.
