Attention to evaders: what exactly will be reported to the CCC

Ukraine is undergoing a mobilization process, within which it is planned to integrate various registers so that territorial recruitment centers (TCCs) can obtain the necessary information about citizens. Lawyer Roman Symutin commented on what data may become available to military registration and enlistment offices.

Recently, Ukrainians applying to the State Migration Service have noted that the authorities are intensifying the collection of personal data. For example, one of the citizens shared that when submitting documents for pasting a photo in a passport, he was given a so-called “Questionnaire”. It requires not only the last name, first name, patronymic, and registration address, but also the actual address of residence, the parents’ registration address, and their data.

This citizen also noted that, to obtain a passport, he was required to provide photocopies of various documents: a workbook, birth and marriage certificates, a driver’s license, and diplomas. In particular, the names of banks where accounts are open should also be indicated in the “Questionnaire”.

The State Migration Service explained that the strict requirements stem from the fact that comprehensive information about all citizens is not always available. Lawyer Roman Simutin confirmed that, in practice, in cases where the court confirmed Ukrainian citizenship, the relevant data could get to the CCC.

According to the expert, the CCC may access data from the migration service’s registers. For example, when pasting a photo into a passport, education information is not required. However, if data on a bank account is found, it may indicate the region where the citizen often conducts financial transactions. At the same time, access to bank account information is protected by banking secrecy, and such information can be provided only by court order.
