eSadok: Ukraine will introduce financial assistance for families with preschool children

Ukraine plans to launch a financial support program for families with preschool children, called eSadok. The initiative will begin in 2028 and aims to support parents in communities where there are shortages of places in municipal kindergartens or no possibility of financing childcare from local budgets.

The program provides monthly financial assistance for parents to pay for private kindergarten services, individual lessons, or specialized support for their children.

eSadok program: who can receive payments

The following will be eligible for assistance:

parents of children aged 3 to 6;

parents of children under 7 years old, and in some instances up to 8 years old if the child has special educational needs.

Payments will be made in cases where the child has not received a place in a municipal kindergarten or where the community has not offered an alternative preschool care option funded by budget funds.

Payments under the eSadok program: amounts and conditions for receipt

According to preliminary data, the amount of financial assistance will be as follows:

8,000 UAH per month – for basic payments;

12,000 UAH per month – for children with disabilities.
The funds will be provided monthly and can be used to pay for services in private and municipal institutions, developmental classes, and specialized assistance for children with special educational needs. Private institutions participating in the program must have an appropriate license, comply with safety standards, and be included in the community’s educational network.

Payments will continue until the child is enrolled in a municipal preschool institution or reaches a certain age. The program is planned to be financed from local budgets, while the detailed application requirements and the required documents will be agreed separately.
