Return of lost subsidies in case of debts

Citizens of Ukraine who were denied a housing subsidy due to utility service debts may reapply for state assistance once they resolve their financial problems.

This information was provided by representatives of the Pension Fund of Ukraine, who explained the mechanism for reassigning the subsidy.

The PFU noted that those who were unable to receive a heating-season subsidy due to debts can reapply. To do this, one of the following must be done: repay the debt in full, reach an agreement on its restructuring, or challenge the amount of the debt in court.

The key factor is the date of application submission. If submitted from October 1 to November 30 inclusive, the subsidy may be assigned from the beginning of the heating season. In the case of a later submission, the assistance will be accrued only from the month of application.

Subsidy Restoration Procedure

After resolving the debt issue or entering into a restructuring agreement, citizens should apply to the Pension Fund, along with the required declaration. If there is a restructuring agreement, it must also be attached to the documents.

Applications can be submitted in various ways: online through the PFU electronic services portal or via a mobile application; in person at a service center; by mail; through proxies; ASCs; or through the “Diya” portal.

A quick appeal after resolving financial problems will help restore the possibility of receiving a subsidy and reduce the burden on the family budget when paying for utilities.
