Traveling outside the country during martial law: what documents are needed for citizens removed from military service
The issue of leaving Ukraine remains essential for many men, in particular for those who were excluded from military registration due to health problems. Lawyers note that such a status allows you to cross the border, but you need the appropriate documents.
A man who was officially removed from military registration turned to specialists. He mentioned the need to go abroad and asked what documents he should have to pass border control. Lawyer Vladyslav Derii told this.
The citizen noted that he had the originals of the decisions of the military medical commission adopted in 2022, as well as a temporary military ID with the corresponding barcode and information about exclusion from registration.
Lawyer Derii explained that if such documents are available, there are no grounds for refusal of departure. Currently, legislation allows citizens who are not subject to military service to leave Ukraine’s territory, even during martial law.
The electronic register plays an essential role in this process. The status must be clearly indicated in the “Reserve+” application – “excluded from military registration”. This information is the main confirmation for border guards.
The lawyer also emphasized that persons with this status are not subject to mobilization. Therefore, representatives of territorial recruitment centers cannot serve them with summonses or send them for a repeated medical examination, even if they are stopped on the way to the border.
If pressure or illegal actions arise, Vladyslav Derii advises not to ignore them and contact law enforcement agencies, in particular the State Bureau of Investigation or the police.
In addition, the Verkhovna Rada is discussing an initiative to ban people with “armor” from traveling abroad.
