Several users will receive a third gas bill

In January 2026, some Ukrainians may see higher gas prices, even though the basic cost of natural gas will not change. This is due to the so-called “third receipt”, which is a fee for the maintenance of domestic gas networks. The introduction of such charges is regulated by the Ministry of Energy’s Order No. 292.

In addition to bills issued by residents of multi-apartment buildings, in December 2025, routine work was carried out by gas services.

### Who should expect an additional bill

The maintenance fee is not calculated every month, but has a certain periodicity, which is determined depending on the age of the building and the condition of the gas network:

– If the house is older than 25 years, calculations are carried out once every three years.
– If the house is younger than 25 years, once every five years.

The amount on the issued receipt is calculated by dividing the total cost of the work performed on the house by the total number of residents who use gas. Those without a gas connection are not included in the calculations.

Mandatory payments within one building will be identical for all apartments. However, neighboring houses, even on the same street, can receive different amounts because they depend on many factors.

### What does the amount of additional payments depend on

The size of the fee is affected by the following factors:

– Number of apartments in the building.
– Number of gas risers.
– Total length of internal gas networks.
– Number of shut-off valves.
– Distance to the nearest gas plant.

According to the Kyiv division of Gas Distribution Networks of Ukraine, in 2025, prices for such services ranged from 100 hryvnias to more than 1,000 hryvnias. Similar price variations were also observed in different regions of the country.
