City authorities and the Regional State Administration: Kyiv is considering who will be responsible for winter maintenance of the city

Against the backdrop of unfavorable weather in the capital, the effectiveness of winter maintenance of urban infrastructure is once again under scrutiny. District leaders were given until the end of the day to resolve the cleaning problem.

During a meeting with the heads of district state administrations, attention was focused on the urgent need to clear yards, sidewalks, public transport stops, and pedestrian zones of snow and ice. They were tasked with correcting the situation by the evening, taking into account possible personnel changes in the event of noncompliance.

The confusing distribution of powers complicates the situation. The maintenance of roads, bridges, and stops is the responsibility of enterprises belonging to the Kyiv Avtodor Corporation, which are subordinate to the relevant department of the Kyiv City State Administration. A similar structure applies to companies engaged in the maintenance of green areas, which are accountable to Kyivzelenbud. At the same time, housing management companies are formally subordinate to the Kyiv City State Administration, but the mayor appoints their managers.

The situation has escalated after a tragic incident in Kyiv, when a man slipped on ice near a residential complex near the Demiivska metro station, suffered a head injury, and, unfortunately, died. Law enforcement agencies are working at the scene, and residents are expressing dissatisfaction with the state of street and yard cleaning.

In the context of the situation, issues of the division of powers and the need to improve coordination between structures to ensure the safety and comfort of Kyiv residents in the winter are being discussed again.
