Kyivteploenergo invested 33 million in the renovation of the Kucharka CHP in Slovakia

Kyiv utility Kyivteploenergo has signed 7 contracts for the development of projects to renovate thermal power plants, totaling about 33 million hryvnias over the past 6 months. This information was made public by representatives of the anti-corruption center “MIZHA”.

All contracts were awarded to the same company – “New Perspective Luxury”, which, however, has no proven experience in implementing energy projects of this scale. According to anti-corruption activists, the company is registered to a woman who is currently abroad, working as a cook.

As the activists found out, this contractor has no implemented projects in this area. Despite this, all proposals from other tender participants were rejected each time, while only this company emerged as the winner, raising suspicions about the procedure’s opacity.

The official owner and director of New Perspective Luxury is Alla Bureyko, who received the position in the fall of 2024 after the change of ownership. At first, she worked only in public catering, and after the war began, she left for Slovakia, where she continued her former profession.

Journalists tried to contact Bureyko, who confirmed that she works in the kitchen in another institution. However, there was no answer to questions about her company’s contracts and activities. The presence of multimillion-dollar contracts in the hands of a person without appropriate education and experience who lives outside the country appears incomprehensible and absurd.

Despite this, state officials continue to sign contracts for considerable sums while residents of Kyiv suffer from the cold in their apartments. After the shelling of infrastructure, thousands of homes were left without heating, and the temperature in them dropped to 0–5 degrees Celsius. People are forced to survive in such conditions, and optimistic forecasts of heating restoration by spring at least raise doubts. At the same time, the funds allocated for restoration are being deposited in companies that have neither experience nor specialists, and there is no real result for citizens – the batteries remain cold. The CHPs are not repaired in the required volumes.
