Minimum payment for utility services for pensioners: who is entitled to compensation

The Pension Fund of Ukraine informs that it is possible to grant preferential rates for housing and communal services to certain categories of pensioners. This benefit provides 100% compensation of expenses within the social standards, also including solid fuel and liquefied gas.

In rural areas of Ukraine, pensioners who worked in certain areas can take advantage of a preferential mechanism for paying for housing and communal services. The benefit provides 100% compensation of expenses, but only within the limits of state social standards.

The right to this benefit is granted to former employees of the budget sector and industries that are significant to society:

teachers;
doctors;
pharmacists;
plant protection experts;
librarians;
employees of museums and cultural institutions.
An important criterion for receiving the benefit is family income level. The average monthly income per person over the last six months should not exceed 4,660 hryvnias. If income exceeds the specified limit, the benefit is not provided.

In cases of excess income, pensioners are advised to apply for a housing subsidy, which can partially cover utility costs and reduce the financial burden.

The Pension Fund emphasizes that proper registration of benefits and subsidies enables pensioners to receive real benefits in the costs of housing and communal services, which is especially important during the winter period.

It is also worth noting that Ukrainians from temporarily occupied territories or those who have been abroad for a long time may face problems in receiving pensions due to the lack of identity confirmation.
