The Ministry of Regional Development plans to introduce a single register for managing apartment buildings from 2026

The Ministry of Community Development, Territories and Infrastructure of Ukraine has initiated legislative changes that provide for the creation of a legal entity – a simple association of co-owners – in each apartment building where there is no association of co-owners of apartment buildings (OSBB). This draft law, entitled “On Amendments to Certain Laws of Ukraine on Housing Management”, aims to improve housing management in Ukraine.

According to information on the website of the Ministry of Regional Development, in 2026 it is planned to introduce a single register for the management of residential buildings as part of the Unified Information and Analytical Housing System. This database will contain important information about the housing stock, including types of management, concluded contracts, financial reports and data on repairs carried out, which will be available online for residents.

The draft law provides for the abolition of the role of balance sheet holders and the introduction of a clear form of management: OSBB, simple association or management company. If the co-owners do not take action, the local administration will appoint a manager forcibly. An authorized representative of the co-owners’ association will be responsible for keeping records, concluding contracts, and managing the building’s accounts.

The document also regulates the status of condominium associations and managers as consumers of utility services, thanks to which they will be able to pay for electricity and gas at tariffs for the population, rather than for enterprises. In addition, the bill establishes the legal status of the territories belonging to the building, linking them to the rights of the co-owners.

According to Natalia Kozlovskaya, Deputy Minister, the co-owners’ association will become the official representative of the building, which will deal with common issues of residents, such as accounting for utility services, choosing a form of management, and concluding contracts with the manager.

This bill also addresses the problem of new buildings that are put into operation without full connection to engineering networks, and establishes clear deadlines for the transfer of buildings after their commissioning. The document was developed in cooperation with associations of condominiums and managers and was presented during the conference “Housing Management and Protection of the Affected Population: Challenges and Solutions”.

The Verkhovna Rada has also registered a draft resolution No. 15052, which proposes the introduction of a new holiday – Ukrainian Women’s Day. This document has already been submitted to the parliamentary leadership for consideration.
