Ukraine plans to reduce pensions for certain categories of citizens: who will be affected by the changes
Ukraine plans to update pension legislation to make the system fairer for all citizens. The changes were announced by the head of the parliamentary committee on social policy and protection of veterans’ rights, Galina Tretyakova.
In particular, it is planned to introduce uniform rules for the assignment of pensions, their recalculation and annual indexation, regardless of profession or position. Tretyakova also noted that a draft law on pension provision for prosecutors’ office employees has already been prepared for the second reading.
We would like to remind you that the current rules for retirement are not universal. Recipients of special pensions — with lifelong funding — can begin receiving payments after reaching a certain number of years of service, which sometimes leads to a young retirement age.
In this regard, it is proposed to unify approaches and establish general conditions for retirement — at 60, 63 or 65 years of age, depending on the insurance period.
Tretyakova emphasized that years of service do not always equal insurance experience, since in certain cases it can be calculated using preferential coefficients, when one year of service can be counted as two or three years of experience. In her opinion, such a practice creates opportunities for abuse and increases inequality between different categories of citizens. In addition, the amounts of special pensions often exceed regular payments, which disrupts the balance in the pension system.
According to the opinion of the chairman of the committee, the issue of ensuring financial stability should be resolved taking into account the principle of equality of citizens before the law and the rule of law.
