Law No. 14005 caused discussions: results of the vote in the Verkhovna Rada

The Verkhovna Rada adopted bill No. 14005, which concerns automated debt collection, causing a wide discussion in society.

The law was supported by 250 deputies.

The largest number of votes was cast by representatives of the Servant of the People faction — 185, followed by 9 deputies from Petro Poroshenko’s party. The Dovira group voted for the document with 15 votes, Holos — 10, and the Razumkov group also supported it with 10 votes. The Batkivshchyna faction did not cast a single positive vote.

This law introduces an automated mechanism for debt collection, in particular, it introduces restrictions for debtors on property transactions.

After being entered in the debtors’ register, restrictions are imposed, under which it will be impossible to sell or re-register property, and banks will block suspicious transactions.

In addition, after the debt is repaid, the restrictions will be lifted automatically, which will simplify the process for debtors.

Despite the discussion, the new provisions do not change the current rules that protect the sole residence – foreclosure is possible only by court decision.

The President of Ukraine must make the final decision on signing this law.

Protesting against bill No. 14005, the Batkivshchyna faction points to its negative consequences, which can lead to the blocking of bank accounts and property, as well as the deprivation of Ukrainians from their sole residence for minor debts.
