The Cabinet of Ministers quietly changed the mobilization rules: what awaits Ukrainians now instead of the CCC

The Government of Ukraine has approved significant changes to the mobilization rules, which have already been recognized as one of the most significant innovations of recent times.

According to Resolution No. 467 of April 8, the Cabinet of Ministers has actually reoriented the functions between state structures and changed the principles of interaction between those liable for military service and the state.

Now the main change is that applications for deferment are no longer submitted through territorial recruitment centers. Instead, this process has been transferred to the Centers for Administrative Services (CASS). This applies to most citizens, with the exception of certain groups, such as reserved employees or representatives of special services.

The idea of ​​such changes is simple and practical: to reduce the burden on territorial recruitment centers and at the same time reduce opportunities for abuse. The state is trying to eliminate the “human factor” in situations that often caused difficulties.

The procedure looks standard: an application is submitted to the head of the CCC commission, attaching basic documents — a passport, identification code, and confirmation of the grounds for the deferral. However, the change in the place of application changes the entire experience, reducing queues, the number of personal meetings, and adding formality to the process.

Special attention is paid to young Ukrainians aged 18 to 25, who are offered a more flexible service format — a voluntary contract for one year. Upon completion of the contract, two bonuses are provided: discharge to the reserve and a one-year deferral from re-calling.

This looks like an attempt to make military service more attractive to those who are not yet ready for long-term obligations but want to try their hand at the army. However, to obtain a deferral after the end of the contract, you will still need to contact the CCC with an application and documents confirming service and discharge.

Another important change is the redistribution of powers. Territorial recruitment centers are no longer involved in processing deferrals for certain categories, which include reserved employees, officials of a certain level, as well as employees of the SBU and intelligence agencies.

Thus, the system becomes more segmented: different procedures are introduced for different categories, which reduces intersections within one agency.

Finally, the state is clearly moving towards a centralized and digital model, where some processes are transferred to administrative services, and territorial recruitment centers are gradually freed from paperwork. The only question is how quickly this will work without failures and whether ordinary citizens will feel the change, and not only on paper.
