Payments are not available for people experiencing homelessness who receive support from the state

The “eVidnovlenya” program, created to support IDPs in restoring their homes, is facing severe difficulties in fulfilling its goal.

This information was voiced by Petro Andriushchenko, advisor to the mayor of Mariupol and head of the Center for Occupation Studies, during the Day.LIVE program. He noted that real internally displaced persons who have suffered losses due to destroyed housing in the occupied territories do not receive proper support from the state. The main reason is the lack of documents confirming the destruction, as there is no access to the destroyed houses.

At the same time, according to Andriushchenko, IDPs who move from one Ukrainian city to another, for example, from Lviv to Chernihiv, can receive assistance from the state. Although such support seems justified formally, it looks rather strange in practice.

“This is especially beneficial for our European partners who support and help people who have moved,” said Mr. Andriushchenko.

He also touched upon the situation in the temporarily occupied territories. At the Integration 2025 forum held in Rostov, Russian officials discussed plans to increase the population of the occupied Ukrainian lands to 10 million by 2030. Andriushchenko emphasized that the current target does not reach 5 million, so they decided to resettle Russians to these territories massively.

As a reminder, IDPs can count on housing, but not everyone will get this opportunity.
