Real estate, Crimean ties and pressure on the rector: details about the former deputy head of the State Bureau of Investigation

According to the Telegram channel Absolution Leaks, the investigation into Oleksandr Babikov, Viktor Yanukovych’s lawyer and former deputy head of the State Bureau of Investigation, is ongoing.

According to the source, Babikov did not indicate his cohabitant Olena Oliynyk in his declarations for a long time. Although he indicated his wife Olena Valeriyevna in the documents until 2019, he has actually lived in Kyiv with another woman since 2016.

Oleksandr Babikov met Olena Oliynyk while working in the prosecutor’s office of the Kirovohrad region. After that, she left the civil service and became a teacher. From 2012 to 2017, she worked as an associate professor at the Department of Criminal Law at the National Academy of Internal Affairs. She later transferred to the Vadym Hetman Kyiv National University of Economics.

After moving to Kyiv, Babikov settled with Oliynyk. While working as the first deputy of the State Bureau of Investigation, in June 2020, he began to pressure the rector of Taras Shevchenko National University of Kyiv, Leonid Huberskyi, to appoint Oliynyk to the position of professor of the Department of Criminal Law, promising to close the criminal cases in which the rector appeared.

The request for employment was considered after searches of the university’s red building, which took place on June 4, 2020, with the participation of the SBU and the police.

In her new position, Oliynyk struck up a friendship with the head of the department, Pavel Berzin, whose relatives remained in Crimea and whose sister has been working in the Russian prosecutor’s office since 2014. She is a close acquaintance of both Oliynyk and Babikova.

Oliynyk has already found herself at the center of scandals. KNEU students complained about her anti-Ukrainian behavior: she taught classes in Russian and humiliated those who asked to switch to Ukrainian, calling them “Nazis.”

Despite her status as a teacher, Oliynyk owns several apartments purchased with Babikov’s money. For the past three years, he has not paid child support to his official wife.

In particular, we are talking about several one-room apartments in the village of Bilogorodka, a three-room apartment in Kyiv, and real estate worth more than $100,000. Also, in 2015, Babikov’s mother received two apartments in Kharkiv for more than $80,000.

Babikov’s family owns more than 40 hectares of land in the Kirovohrad region. Since 2016, they have been leased to the agricultural company “Rubin,” owned by his father, Pyotr Babikov.

Alexander Babikov’s actions may indicate a violation of Article 366-1 of the Criminal Code, which concerns false information about property. The value of the real estate registered with the cohabitant exceeds 250 subsistence minimums.

According to the note to Article 46 of the Law “On Prevention of Corruption,” if a person lived with the declarant for more than 183 days a year, he is considered a family member, even without official marriage.

It is also known that the NACP found serious violations in the declaration of the former Deputy Minister of Social Policy, Boris Lebedtsov.
