All pensions go to utilities: the state deprives elderly Ukrainians of benefits

In 2025, new rules were introduced in Ukraine to assign benefits for paying utility services. Due to changes in income, some pensioners may lose the right to receive these benefits. A careful attitude toward registering subsidies will help avoid financial problems during tariff increases.

According to the new rules, pensioners who worked in education, medicine, culture, librarianship, or plant protection and live in villages or urban-type settlements can count on benefits. However, one more condition must be adhered to: the average monthly income per person should not exceed 4240 hryvnias.

After the planned indexation of pensions, some pensioners may exceed this income threshold, leading to the automatic loss of benefits and the need to pay for utilities in full.

Benefits are assigned for 12 months. The right to review them is determined based on data from the third and fourth quarters of the previous year. If the pensioner’s income after indexation exceeds the threshold, the actual loss of benefits will occur only from January 1 of the following year. Until then, pensioners will continue to receive support.

Loss of benefits does not mean the absence of assistance. Pensioners can apply for a housing subsidy. To do this, you need to contact the territorial bodies of the Pension Fund and submit the relevant documents.

The subsidy is calculated individually, considering family income and utility costs, which allows you to reduce the financial burden significantly.
