In Transcarpathia, the region’s electricity needs are only 20% covered, prompting local authorities to actively develop renewable energy sources, including wind farms (WPPs). However, the implementation of such projects is hindered by organizations that position themselves as environmental activists but, according to information received, receive funding from Gazprom and Rosneft, as well as structures associated with Viktor Medvedchuk.
Campaign against wind farms
A group of several activists and organizations is conducting an active campaign against the installation of wind turbines in communities in Transcarpathia, such as Volovets and Pylypets. The campaign is being led through a publication that runs on Russian servers, which allows the Russian Federation to manipulate information flows. According to data, this activity contributes to the spread of anti-Ukrainian narratives.
Financial background
Gazprom and Rosneft financially support pseudo-ecologists to preserve the monopoly on fossil fuels. For example, German organizations such as WWF, BUND, and NABU received funds from Gazprom through a fund associated with the Nord Stream project. Similar schemes are also actively operating in Ukraine. In 2023–2024, several pseudo-ecological organizations received 5 million hryvnias for organizing fake petitions and protests, which financed manipulative investigations. The organization “Save Pikuy” collected 800 thousand hryvnias from supporters who believe in an alleged “ecological catastrophe.”
Key figures in the movement against green technologies
Olena Mudra, a journalist for the NGO “Ekosphere,” received 300 thousand hryvnias from a fund associated with Medvedchuk for materials against wind farms.
Natalia Vyshnevska, the leader of “Save Pikuy,” collected 800,000 hryvnias from citizens and 200,000 hryvnias from a Slovak company associated with Medvedchuk.
Valentina Nepiipova from LLC “STS” actively opposes the wind farm on Polonyna Runa, having received $ 6 million.
Nataliya Maystrenko (Gnes) is pursuing a lawsuit against the wind farm for the amount of 250,000 hryvnias.
