Not everyone will receive unemployment benefits: registration of status and preservation of benefits

The Prozorro public procurement platform has published an official tender to find a manager for the arrested property complex, the Zhovten sanatorium, located in Koncha-Zaspa, on the 27th kilometer of the Stolichnyi highway in Kyiv. This facility, as part of the Federation of Trade Unions of Ukraine’s assets, was transferred to the management of the National Agency for Tracing and Asset Management (ARMA) following its seizure.

According to information in Prozorro, the expected cost of management services is 300,000 hryvnias. Bidding is planned to begin on June 12, 2025, at 11:37. The minimum step for reducing the price is 1,500 hryvnias, or 0.5%.

The terms of participation provide that the price will be the primary criterion for selecting the winner. Payment for the services offered will be made upon completion within 30 calendar days.

The Zhovten sanatorium has an area of over 22,700 square meters and is situated in a prestigious green area, which enhances its attractiveness to potential investors. According to the official estimate, the property’s value exceeds 60 million hryvnias.

The winner of the competition, as per the terms of the management agreement, is required to transfer a portion of their income to the state budget every month. Additionally, there is a mandatory minimum payment, regardless of the facility’s financial results.

This tender will be a crucial test for a new model of managing seized and confiscated property, as public attention to cases such as “Zhovten” can significantly reduce the risks of corruption and improper use of property financed by citizens.

Let us recall that the Zhovten sanatorium was once a health facility for pregnant women. Still, for several years now, it has been the object of interest of oligarchs and participants in political games.
