Men subject to military service who are outside Ukraine receive summonses requiring them to appear at territorial recruitment centers (TCC). What to do if presence at the TCC is impossible, explained lawyer Vladyslav Derii.

A 62-year-old Ukrainian sought legal assistance because he received a summons at his place of registration, but at the time of receiving the document, he was abroad. The man recalled that he had previously reported his stay outside the country when updating his military registration data.

The lawyer noted that in the event of failure to appear, the TCC may hold him administratively liable because a summons sent by mail is considered delivered even without receipt.

However, there is a possibility to avoid a fine. It is necessary to inform the TCC about your stay abroad. “If you notify the TCC that you are outside the country and cannot appear for the summons, this will be a valid reason for your absence,” the thinker emphasized.

The specialist recommends sending a letter to the CCC along with a copy of your passport or other document confirming your stay abroad. You can also attach certificates of border crossing or documents from the consulate.

Additionally, you can contact the CCC by phone, record the conversation, or send an email stating the impossibility of arrival.

Recall that recently, changes affecting mobilization issues were considered in Ukraine, and cases were also identified when unprepared individuals “lost” their disability during technical failures in the system.
