New fines for tax evaders: an unexpected innovation in the Rada

They plan to make fines for conscripts more “flexible.” People’s deputies are working on amendments to the Code of Ukraine on Administrative Offenses.

On June 5, 2025, draft law No. 13350 was submitted to the Verkhovna Rada, which changed the approaches to administrative liability for improper implementation of military registration and legislation on mobilization and defense.

One of the key innovations will be the opportunity for those liable for military service to admit their violations and voluntarily pay a reduced fine, which will range from 10% to 50% of the original amount. The amount of the fine will depend on the term of its repayment after the decision is made:

at least 10% of the fine if paid within two calendar days;
at least 20% if paid within four calendar days;
at least 30% if paid within six calendar days;
at least 40% if paid within eight calendar days;
not less than 50% when paid within 10 calendar days.
The primary objective of these changes is to ensure that fines reflect the financial capabilities of citizens, thereby replenishing the budget and reducing the financial burden on violators.

However, the bill has only been registered at the moment, and its adoption in parliament is not yet guaranteed. The continuation of the case will depend on the committees and voting in the Verkhovna Rada.

Earlier updates to the reservation system regarding the new rules were reported. In addition, new instant notifications from the CCC were introduced, which will not allow avoiding meetings with military registration and enlistment offices. The Ministry of Defense also announced that men aged 60 and above will be subject to mobilization.
