New online regulation of medical examinations: an end to paper certificates for Ukrainians
Starting in 2025, Ukraine will introduce new rules for medical care for drivers — paper medical certificates will be abolished. Instead, electronic medical records will appear, which will be automatically entered into a unified electronic healthcare system.
The Verkhovna Rada has already supported this initiative, and the adoption of the relevant draft laws, which received numbers No. 13131 and No. 13138, is expected shortly.
According to the new proposals, ordinary drivers will only need to undergo a medical examination by their family doctor or therapist. More narrowly focused specialists will be involved only if there are specific medical needs and not “for formalities,” as was often the case before.
On the other hand, professional drivers involved in transportation will continue to undergo full-fledged medical commissions. At the same time, the possibility of referral to a psychiatrist remains, but only in cases of indication.
These changes could significantly reduce the level of bureaucracy and corruption, as paper certificates, which in the past could be easily purchased at hospitals or driving schools, should remain a thing of the past. However, the question arises: Are family doctors ready to take on additional responsibilities, given that many of them are already overloaded with work?
Electronic medical reports will be available not only to doctors but also to the Ministry of Internal Affairs, driving schools, employers who hire drivers, and other state structures. This will make it more challenging to hide health problems and make it impossible to obtain a driver’s license using forged documents.
As noted by MP Mykhailo Radutsky, this system is designed to finally eradicate forgeries and other fraudulent schemes in the field of medical examinations.
