Pensioners who will lose benefits: reasons and categories of persons

In the mountainous regions of Ukraine, pensioners’ allowances were temporarily canceled, which was a consequence of bureaucratic difficulties and the war.

In 2025, payments of the mountain allowance to pensions for many Ukrainians were suspended. This applies to those living in hard-to-reach mountain villages, where employment opportunities are limited, as well as problems with transport and infrastructure. In order to support pensioners living in such conditions, a 20% allowance to the basic pension was envisaged.

However, the situation changed after the adoption of the 2025 budget. In November, the Verkhovna Rada voted for a law that allows the government to temporarily suspend social norms during martial law. As a result, the Cabinet of Ministers should develop new rules for assigning allowances, but this has not happened yet.

Currently, a vicious circle has formed: new applications are not accepted due to the lack of regulations, and the old mechanism is only partially operational due to military restrictions. This means that those who planned to apply for allowances in 2025 will now be unable to do so.

Those who received the mountain allowance earlier will continue to receive their funds, but new applicants will have to wait. The whole situation is complicated by the war unleashed by Russia since 2014, which has led to significant spending on defense instead of the country’s development. Thus, it is important to support the Ukrainian military through donations and volunteering.

We remind you that from June, a certain part of Ukrainians will be left without social benefits, and some pensioners will receive 20% less than before.
