21 million for “dead souls”: former head of the capital’s funeral service accused of a large-scale embezzlement scheme

The case of the former head of the Specialized Municipal and Household Services Plant of Kyiv, along with his accomplices, has been transferred to court. The Kyiv City Prosecutor’s Office has officially filed an indictment for repeatedly committing illegal financial transactions with budget funds.

During the investigation, it was established that a fraudulent scheme operated at the plant from 2020 to 2023, allowing it to receive money from the city budget. The managers paid salaries to 23 non-existent employees who did not work at the institution. Some of them were even abroad at that time.

The director of the enterprise and his accomplices used fictitious employee cards. The head of the personnel department drew up time sheets, creating the illusion of work being performed by these employees.

Thanks to this scheme, over 21 million hryvnias of salary were accrued over three years, which were received by the participants in the scam. Additionally, more than 10 million hryvnias in taxes and fees were paid from these fictitious payments.

After the situation was revealed, thanks to the efforts of prosecutors, the former director returned 15.9 million hryvnias to the state. At the same time, his accomplice, trying to avoid responsibility, transferred the property to her daughter. These are two apartments in Kyiv and a private house with a plot in the region, which is currently under arrest.

In addition, the Kyiv City Prosecutor’s Office reported a suspicion of a resident of the Kyiv region in an attempted assassination attempt on a sergeant of the Azov regiment. According to the investigation, the man was recruited by Russian special services to organize an explosion in the capital region.
