The KSCA Director is suspected of negligence due to the collapse of the metro tunnel

The Kyiv City Prosecutor’s Office has declared suspicion against the Director of the KSCA Department of Transport Infrastructure due to official negligence, which led to severe damage to the tunnel in the subway, the temporary closure of several stations, and losses of 164 million hryvnias from the capital budget.

According to the Office of the Prosecutor General, the incident occurred at the end of 2023, when a tunnel was damaged between the stations “Demiyivska” and “Libidsk” on the Obolon-Teremkovsky Metro line in Kyiv. Due to this accident, the trains on the Libidska-Teremki route were stopped, causing considerable inconvenience to passengers.

To solve the problem of KSCA-organized buses that duplicated the closed subway route. However, these measures were unable to compensate for the financial losses caused by the situation fully.

The pre-trial investigation revealed that the Director did not fulfill his duties properly. In particular, he failed to exercise control over the activities of subordinate enterprises and overlooked warning signs about existing threats to artificial emergencies.

As a result of this negligence, the emergency was detected late, and measures to eliminate the problem were not organized promptly. The temporary closure of several stations has caused significant dissatisfaction among residents of the capital and disrupted transportation flows.

As a result of the events, the capital community suffered financial losses of UAH 164 million, which includes unearned income from subway transportation and the cost of organizing alternative bus routes.

The Director of the Department of Transport Infrastructure was suspected of negligence under Article 367 of the Criminal Code of Ukraine (official negligence resulting in grave consequences). The issue of preventive measures and their removal from office is currently being resolved.

The pre-trial investigation is conducted by investigators from the Main Directorate of the National Police in Kyiv, with the support of the prosecutor’s office and special police units.

Additionally, it was reported that in Kyiv, plans were made to restore the construction of the metro line for the vineyard, which would provide transport connections for new areas. The Prozorro platform has announced a new tender to continue the work, which will be awarded to the selected contractor to complete the process. New stations are expected to be operational by the end of 2026.
