Online notary for Ukrainians abroad: principles of operation of the new system and its accessibility

For Ukrainians living abroad, contacting a consulate can be a complex and time-consuming process.

To date, the Ministry of Foreign Affairs of Ukraine has launched a pilot project, which commenced on July 1, 2025, in 40 diplomatic institutions worldwide. This project aims to enhance the service for Ukrainians abroad through digital notarization.

Previously, to receive notarial services, such as issuing powers of attorney, Ukrainians had to visit the consulate in person, which required several visits: one to submit documents and another to receive the finished document. Additionally, during the first visit, a consular fee had to be paid, and the lack of necessary documents could result in additional visits.

Andriy Sybiga, Minister of Foreign Affairs, noted that the new procedure will be available through the “e-Consul” system. Ukrainians can now apply for notarial actions online, reducing the need for multiple visits to the consulate to a single visit.

Digital notary services are currently available at the Consulates General in Hamburg, Milan, Gdańsk, and several Ukrainian consulates in various countries, including Australia, Argentina, Vietnam, China, and Japan.

To obtain a notarized document, citizens abroad must apply to the “e-Consul” portal, upload the necessary documents, and provide a sample power of attorney. The system will check the entered data and confirm processing. If errors are detected, the system will notify the applicant of the necessary corrections.

At the final stage, a notarized document will be generated, and the applicant will receive a notification of its readiness. After that, it is necessary to sign up for an electronic queue to sign and receive the document at the consulate.

“The entire process takes place without the need for the applicant’s physical presence. All data and the prepared notarized document are stored in the system,” added Sibiga.
